All this science, and yet they can't even bring out a "good" version of him. Some things may just be physically impossible after all. But that's to be expected. A drop of milk just can't turn into coffee, no matter how hard it tries.

So, I take it that things in the Police Department is usually this slow?

Take into account that they are doing their best to house and feed a steady stream of people whom are occasionally more unusual than expected. It must be hard to find the standard against which to measure the crimes of the original populace and the crimes of the superheroes, if you may allow me to use a generality.
