Many of the disappeared persons had connections with each other. As someone else mentioned earlier, nearly all of the criminals with three strikes have disappeared as well. Furthermore, there is the ability to send a person back and recover them. Several of these miraculously returned people have had great value to this place in the place- a police officer, for one. Nathan Petrelli, who once worked in tandem with this makeshift government has been missing for several weeks. Prior to his disappearance he had fallen out of favor with the officials, implying that his return was not necessary. Increased investigation on several of these cases produced similar results. With the exception of Rokudou Mukuro, criminals have not returned. All of this can hardly be considered random. To insinuate that the technology here has no set purpose or pattern is insulting to the system.
