Yeah but so far there's not any legislation against writing whatever the hell we want in these things.
You know the scientific definition of a theory is like, an explanation of something that fits the available observations and is consistent with the existing body of empirical evidence from which predictions can be made and confirmed by experiment, right? In other words you can't dismiss it just 'cause it's a theory and I predict that the government isn't telling us everything based on the evidence that governments never do.
