There has been a question of whether or not we can persecute people for crimes in their former worlds. The answer is no, as this government currently believes we are fictional. Many fictional crimes, they believe, cannot even be pulled off in this world. I'm inclined to believe that myself, but I'd be worried for my loved ones if a potential murderer showed up.

As a result, if a crime has been committed that seems to be similar in nature to someone from your world, feel free to come and tell us. We'll take it as a lead, even if there is no justifiable cause. It's the least we can do to keep people safe. It may not seem very fair, but we've had very few cases where we've needed leads. Our jobs are to serve and protect people, but we can't take action until something is done.

I'm sorry if I've stolen your thunder at all, Mr. Kiske! But I felt it might be a good idea to release this more publicly.
