It's something that will open up the way for more trouble. He hasn't succeeded in using up all his chances, but I'm of the belief that he meant for that. When he's released, there will be other moves. We can't fully bring justice in this setting.
There are many others in this setting that are perpetual suspects in the domino effect that this event may cause. Of course, none of those are conclusive, as no one has yet made a move.
