Are fingerprints not solid evidence? Did you find the culprit with the items? How is this not sufficient evidence? What purpose is there to having a police force that is absolutely powerless, or are you afraid to act as you've been in the past?

I must account for all of the mistakes made priorly by this station. As the current chief, the means of investigation and evidence are limited. We have suspects we have been pursuing, but I cannot divulge in the details until the investigation has reached a close. I apologize if it seems powerless, but we must tread carefully.

I am working to the best of my ability within the means of the current laws. Any breach beyond that would be unbecoming of me. Even though we cannot catch the culprit within a timely fashion, we will do so within the law. That is the power of the police station. So I will, for now, please ask for your patience.
